President Yoweri Museveni has singled out infrastructure, especially electricity and roads as the major progress points the ruling NRM party has achieved since 2006—following a rethink of the strategy—from consumption to development.


In State of the National Address in Kampala held at Serena Conference Hall on Thursday, Museveni said that the 1627 kilometers of electricity transmission lines have been added to the electricity supply chain and that the budget for roads has jumped from sh374b in 2006 to sh3.3 trillion today, a development crusade he said has excited him.

Museveni said that he now likes to drive around Uganda, giving ministers, MPs, local leaders, diplomats and Ugandans listening to his address an example of how he recently travelled from Arua to Kampala on road without any inconvenience—except the poor stretch from Nebbi to Pakwach.



“These days I really enjoy driving around Uganda’s roads,” Museveni said, inviting cheers from the Ministers and MPs.
Museveni cited the example of Kisoro said: “We went to Kisoro for Labour Day celebrations and you saw how smooth the road is because of a decision we took in 2006 not to spend on consumption.”

He however, promised to institute a judicial commission of inquiry into why the Nebbi-Pakwach stretch is getting spoilt yet they have just worked on it.

Praising the newly appointed Executive Director of the Uganda National Roads Authority, Allen Kagina as a ‘no nonsense’ person, Museveni promised to deal with graft in the road sector.
