Uganda People Congress (UPC) is making preparations for its delegate’s conference amid allegations that grassroots elections have been marred with irregularities.


Speaking at a weekly news conference in Kampala, UPC spokesperson okello Lucima told journalists that the process is very smooth and will lead to a successful delegates’ conference.

Last week the party grassroot elections in Lango region were aborted due to misunderstandings of two warring factions over conducting parallel registration exercises.

At a meeting in Adyel party division offices, UPC officials admitted that there were parallel registrations in Lira, one by district chairperson Dan Okello and the other at the party headquarter in Kampala but agreed to postpone the elections to give registration enough time.  

Lucima said: “well we agree that there are disagreements within the party but the regional grassroot elections were successful, only that there are members who are not happy with the growing strength of the party.”  

UPC is currently mobilizing and registering party members, as well as electing grassroot leadership that will constitute delegates meant to harmonize the constitution and elect national leadership at the delegates’ conference.

The exercise which started in September 2014, and expected to end early January 2015 will pave way for detailed preparations of the delegates’ conference to take place in March 2015.

 Lucima explained that despite efforts to move forward, they have people who are not happy with the results.

Lucima noted that the UPC headquarter was open for every one including those opposed to party leadership but they were not going to accept any one who is not constitutionally mandated to carry out the grassroots elections because they want to reconcile them.

Last week, lira municipality MP Jimmy Akena told new vision that it is true there is a ploy to block him from participating in the elections but the party has clarified that there is no such a plot.
