House approves new Prime Minister

A total of 217 MPs Tuesday approved the appointment of Dr. Ruhakana Rugunda as the Prime Minister of Uganda.

A total of 217 MPs Tuesday approved the appointment of Dr. Ruhakana Rugunda as the Prime Minister of Uganda.

When the motioned moved by Vice President Edward Ssekandi was put to vote after debate 4 MPs voted against it and 4 others abstained. (Rugunda speech at bottom)

President Yoweri Museveni on September 19, 2014 sacked Amama Mbabazi and replaced him with Rugunda.  Mbabazi was Premier for 3 years.  

The President forwarded Rugunda's name to the Speaker of Parliament for approval.

Ssekandi moved a motion for approval of Dr. Rugunda. He read Rugunda’s Curriculum Vitae to the House chaired by Speaker, Rebecca Kadaga.

“Dr Rugunda ' s profile speaks for itself and is evidence enough for us to approve him as Prime Minister of Uganda,” Ssekandi submitted.

The motion was seconded by the defence minister Dr. Crispus Kiyonga, MPs Mathias Nusbuga, Sam Otada, James Akena, Ruth Lemetia and Monicah Amoding among others.

Kiyonga congratulated Rugunda upon his appointment as Prime Minister of Uganda. “Uganda is being offered a reliable, honest politician as a Prime Minister,” Kiyonga said.

Kiyonga said Rugunda has been a freedom fighter since the Amin's days and was a refugee twice.

 MP Otada hailed outgoing Premier Mbabazi for being a cool-headed politician. “I thank the former Prime Minister Amama Mbabazi for being a calm person and cool-headed when he was dropped.  In this game of politics; we are in the departure lounge and I take strong exceptions for anyone who celebrates when one is dropped.  Nothing happens in the world that has never happened before; I would ask my friends to read the political history of this country. ”

Akena urged Rugunda not to forget Uganda’s history. “I am urging my brother Ndugu (Rugunda) let us not forget the roots of our Uganda. Rugunda was a guest in my mother's house and my late father Obote told me if I had any problem I could go to Rugunda.” Akena is a son of the late President of Uganda Dr. Apollo Milton Obote.  


 Outgoing Premier Mbabazi paid a glowing tribute to his successor. “Because of my knowledge of him I can confirm to you and the entire country that Hon. Rugunda is the right choice. Our struggle started a long time ago, against the poor politics of the 1960s, we were pan-Africanists. In leadership as in sports you need 3 things to win discipline, hard work & commitment. Congratulations Ndugu you have my full support.”
