A total of 25 sports bodies petitioning for an extension of the deadline of the new NCS regulations have involved President Yoweri Museveni in their cry.


The associations and federations have in a petition to the Education and Sports Minister Jessica Alupo also copied in the president.

Sports bodies were in April given up to August 30 to comply with the new regulations.

The regulations amongst other conditions required the national bodies to each pay a sh250,000 registration fee to NCS.

The regulations also prohibit incorporation under the Companies Act No 1 of 2012(per Regulation 4(4). They instead require incorporation in accordance with the laws of Uganda.

In the petition, also copied to the Speaker of Parliament, Prime Minister, Attorney General, State Minister of Sports and Solicitor General, the petitioners raise a number of issues that need to be addressed before the regulations come into play.

The petition calls for an extension so that government provides legal and practical guidance on incorporation in accordance with the laws of Uganda.

Guidance is required “because there are no known forms of incorporation convenient to the nature of a national association/ federation, and which would satisfy the said requirement,” reads the petition.

The registration fee is also being contested. “The sh250,000 is inequitable, unsupported and or unjustifiable in law or otherwise.”

The petitioners further argue that the fee is unnecessary because the national bodies most of which are already recognized by NCS, are also financially constrained.

The petitioners also foresee a vacuum or even a crisis if the regulations are enforced because none of the national bodies is compliant.

The petitioners: Tennis, Shooting, Rowing, Athletics, Rugby, Fencing, Swimming, Canoeing, Rugby, Handball, Table Tennis, Tae-kwon-do, Weightlifting, Wrestling, Archery, Volleyball, Cycling, Gymnastics, Hockey, Badminton, Basketball, Cricket and Squash.
