The Uganda National Roads Authority (UNRA) board has recommended that the chief executive director, Peter Ssebanakitta’s contract, should not be renewed.

This follows his five-year tenure performance appraisal, in which he scored less than the agreed 70%.

Ssebanakitta’s contract ends on October 31 and he was eligible for re-appointment.

Saturday Vision has seen a September 28 letter from the board chairperson, Angela Kiryabwire, to the works minister, Abraham Byandala, calling for the appointment of a new executive director.

“Following the assessment of Ssebanakitta’s tenure, the board, recommends that his contract should not be renewed,” it reads.

Byandala was not available for comment.

The UNRA Act requires the board to recommend to the minister issues regarding the appointment of the director.

The board agreed to evaluate Ssebanakitta’s performance from November 1, 2007, when he was appointed, to September this year, to provide the basis for the recommendation.

Ssebanakitta was on August 29 asked to write a report covering his tenure, which he submitted on September 7.

The board met on September 21 and 27 to evaluate his performance.

“The chairman received copies of each score sheet from each member. The chairman summarised the scores as agreed. The executive director’s performance was assessed at 64%,” said Kiryabwire.

The decision was communicated to Ssebanakitta, who had an exit interview on September 28.

Ssebanakitta could not be reached for comment. “He is on leave and out of the country,” said a UNRA official.

Kiryabwire declined to comment. “This is confidential information,” she said.
