Baseline Survey – Call for Expressions of Interest

Eight of Uganda’s development partners (Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, the UK and the European Union) have combined their experience, expertise and resources to establish the Democratic Governance Facility (DGF). 

The DGF supports positive change in the quality of lives of Ugandan citizens. DGF does not carry out its own programs: it provides financial and, in a more limited manner, technical support to Ugandan organizations, both state and non-state, implementing interventions aimed at improving democratic governance.

Over the coming years, the DGF will establish partnerships with state and non-state actors within three interlinked components:

1. Deepening Democracy – promoting democratic values, norms and practices

2. Rights, Justice and Peace – human rights protection and access to justice

3. Voice and Accountability – citizens engagement for improved service delivery 

The DGF is establishing a monitoring and evaluation framework in order to measure the results and impact of its support to partners. A logical framework that defines targets to be realized for indicators related to programme outputs and contributing to programme objectives is currently being finalized. While baseline data for many indicators may already exist (secondary sources), a number of them require primary data. 

For this reason the DGF intends to carry out a baseline survey, which will complement existing information and enable the establishment of benchmarks against which DGF programme progress can be measured and assessed. For reasons of cost-effectiveness, the DGF intends to carry out one survey covering baseline needs across its three components.

Particular attention will be paid to legal aid/access to justice, civic education and local accountability, as the DGF is keen to monitor and assess the collective effect of the numerous partner interventions that are being supported in these three programme areas. 

Timeline: Applicants are invited to submit Expressions of Interest electronically at email: la@dgf.ug no later than September 24th at 9:00am. Expressions of Interest received after the deadline will not be considered.

Expressions of Interest should be written in English and not exceed six (6) pages, Times New Roman, font size 12, single spacing (excluding the indicative budget) and should describe the Applicant’s understanding of the assignment, proposed methodology and implementation plan, as well as an indication of the Applicant’s capacity to carry out the assignment (prior experience, track record etc).

An indicative budget should be attached. DGF is not responsible for any costs incurred by the Applicant for preparing, submitting, or revising an Expression of Interest. Submission of an Expression of Interest does not give the Applicant right to funding from the DGF. 

Applicants are invited to visit DGF website www.dgf.ug for further information, including the Baseline Study - Expressions of Interest Document. No requests for meetings or telephone calls will be entertained.

Only successful applicants at the Expressions of Interest level will be asked to submit full project proposals. There will be no final agreement until a full proposal has been approved.
