Corruption: KCCA to reward whistle blowers

Kampala Capital City Authority has introduced a whistleblower reward for people who expose corruption at the Authority.

Kampala Capital City Authority (KCCA) has introduced a whistleblower reward for people who expose corruption at the Authority.

Under the proposed arrangement, a whistleblower will be entitled to a 10% of all the money recovered by the Authority.
The KCCA executive director, Jennifer Musisi announced the move.

The move is part of efforts to fight corruption and improve efficiency in revenue collection at the Authority.

Last year, a special audit of the Authority by the Auditor General discovered over sh52b lying idle on over 152 bank accounts managed by the defunct Kampala City Council (KCC).  

The sources of the money are still unknown.

The 10% whistleblower reward offered by KCCA will be one of the biggest awards offered by an institution, and twice the pay offered under the Whistle-blowers Protection Act, 2010.

The Act states that a whistle-blower shall be given 5% of the money recovered as a reward for the disclosure and the money is meant to be paid within six months after it is recovered.

It also provides for a five-year jail term for anyone who reveals the identity of a whistle-blower. In case of danger, the state will provide security for the whistle-blower and his family, it adds.

The Act also guarantees the whistle-blower’s job and protects them from victimization. However, if a whistle-blower is found to be lying, they will serve five years in prison as well.

The Uganda Revenue Authority (URA) has in the recent past recovered billions of money with the help of whistleblowers and pays a 10% reward.
