CALL FOR SUBMISSION OF MEMORANDA TO THE VERIFICATION COMMITTEE ESTABLISHED BY THE PARLIAMENT OF UGANDA ON THE ELECTION OF MEMBERS TO THE EAST AFRICAN LEGISLATIVE ASSEMBLY

CALL FOR SUBMISSION OF MEMORANDA TO THE VERIFICATION COMMITTEE ESTABLISHED BY THE PARLIAMENT OF UGANDA ON THE ELECTION OF MEMBERS TO THE EAST AFRICAN LEGISLATIVE ASSEMBLY

Parliament of Uganda is due to conduct Elections for Members to represent Uganda to the East African Legislative Assembly (EALA). The Members to be elected to the East African Legislative Assembly should meet the requirements of the Treaty for the establishment of the East African Community (EAC), the Constitution of the Republic of Uganda, the Parliamentary Elections Act, 2005 as Amended, other relevant laws and the Rules of Procedure of Parliament of Uganda, 2012 Article 50 of the Treaty for the establishment of the East African Community provides as follows:

- Election of the Members to the Assembly:-
(1) The National Assembly of each Partner State shall elect,
not from among its members, nine members of the Assembly, who s all represent as much as it is feasible, the various political parties represented in the National Assembly, shades of opinion, gender and other special interest groups in that Partner State, in accordance with such procedure as the National Assembly of each Partner State may determine.

(2) A person shall be qualified to be elected a member of the Assembly by the National Assembly of a Partner State in accordance with paragraph (1) of this Article if such a person:

(a)
is a citizen of that Partner State;

(b) is qualified to be a Member of the National Assembly of that Partner State under its Constitution;

(c) is not holding office as a Minister in that Partner State;

(d) is not an officer in the service of the Community; and

(e) has proven experience or interest in consolidating and furthering the aims and the objectives of the Community”.

The Rules of Procedure of Parliament of Uganda, specifically in Appendix B which concerns the Rules of Procedure for the Election of the Members to the East African Legislative Assembly provides as follows:-

In paragraph “(5) - nomination of candidates independent of a political party or organization -

A person intending to stand for Election to the Assembly independent of a political party or an organization shall submit:

(a) His or her duly filled nomination form in a format prescribed in Schedule 2 to the Rules of Procedure to the Clerk;

(b) A statement specifying the name, educational qualifications, address and occupation of the candidate;

(c) A statement under oath prescribed by Rule 4 (3) (b) of Appendix B of the Rules of Procedure stating that the candidate:

(i) is a citizen of Uganda ;

(ii) qualifies to be a Member of Parliament;

(iii) is not a Member of Parliament;

(iv) is not holding office as a Minister;

(v) is not an officer in the service of the East African Community; and

(vi) has proven experience or interest in consolidating and furthering the aims and objectives of the Community”

On Tuesday 22nd May, 2012 the Parliament of Uganda constituted a Verification Committee, whose mandate is to consider the nominees and all applicants independent of a political party or organization and shall ensure that the requirements of the Treaty are fulfilled. The Committee has commenced on its work and noted that the following have returned nomination forms as candidates:-
1. Mr. Ben Wacha
2. Mr. Robert Araali Tusiime
3. Ms. Susan Nakawuki
4. Mr. Moses Nuwagaba
5. Mr. Martin Wandera
6. Mr. Jack Nsubuga
7. Mr. Andrew Niwabiine
8. Mr. Nicholas Babigumira
9. Mr. Jeremiah Birungi Kamurali
10. Mr. Mugisha Twinomugisha
11. Mr. Denis Namara

In fulfillment of its mandate, the Verification Committee would like to request for information with substantive evidence from the general public and specifically the political parties, whether any of the above mentioned nominees belong to any political party; or provide any other useful information to the Committee on their candidature to represent Uganda in the East African Legislative Assembly.

Written Information with name and contact should be submitted to the Office of the Clerk to Parliament by 5:00 p.m. on Saturday, 26th May 2012.
