Pay all public servants equally-Deputy IGG

The Inspectorate of government has called for a harmonized salary structure for all public servants to avoid corruption and loss of competent workers.

The proposal comes after complaints over poor pay by government from several public institutions.

The deputy inspector general of government (IGG) Raphael Baku said there are some government institutions that perform similar tasks but better paid than others.

"We feel we do much work than the Auditor General's office but you find that the Auditor general is well enumerated than the IGG," he said.

Baku made the remarks on Friday before the Parliament's committee on legal and Parliamentary affairs where he had appeared to seek approval of the inspectorate' budget amounting to sh29billion for financial year 2012/2013.

He said last financial year 2011/2012, the Auditor General's approved salary was Sh36m every month while that of the Inspector General of Government was only Sh18m per month.

"This is not fair. We should all be remunerated in a better way possible. This kind of discrepancy is not good," Baku added.

Baku also gave the example of the executive director of Kampala capital city authority (KCCA) Jenifer Musisi who he said is paid Sh43m every month at the expense of other public servants.

He further stressed that they had registered complaints from staff members saying they were uncomfortable with the government salary scale for some of the workers.

"We have lost very competent staff to better paying organizations and this affects our performance," Baku stated.

The committee chaired by Kajara county MP Steven Tashobya backed Baku saying there was need to look into the salary structure for all civil servants to avoid loss of experienced government workers.

"We have received similar complaints from the commissioner general Uganda revenue authority Allen Kagina that all her staff members are crossing over to KCCA which is now better paying. All civil servants should be paid well," said Pian County MP Achia Remigio.

Last week the chairman electoral commission Eng Badru Kiggundu also complained about the poor pay and called for a pay rise for staff members at the National's electoral commission.
