Parliament is best public sector employer - survey

The Parliament of Uganda has been declared best public sector employer for the year 2011 in recognition of its outstanding human resource management practices.

The Parliament of Uganda has been declared best public sector employer for the year 2011 in recognition of its outstanding human resource management practices.               

Parliament was hailed for having a unique employee value programme, operation of a pension scheme separate from the mandatory national scheme in addition to having policies that enhance employee retention and motivation.              

The results are part of the Federation of Uganda Employers (FUE) annual employer of the year survey that saw 43 companies participate under the theme “talent management to maximize productivity”.              

"The talent market is now more competitive than it was in the past decades. The new generation employees it seems do not believe in the old philosophy of ‘we will stick around till you need us no more’," finance minister Maria Kiwanuka said in a speech read by Louis Kasekende, the central Bank deputy governor.               

Kiwanuka pointed out that government is working hard to constitute the Retirement Benefits Authority (RBA) to pave way for alternative pension sector service providers.              

It became apparent to constitute the organization after the Uganda Retirement Benefits Regulatory Authority Act 2011 was passed.

A second bill, the Retirement Benefits Sector Liberalization Bill 2011 is still before parliament, is passed into law, the National Social Security Fund (NSSF) will cease to be the mandatory pension fund for working, private sector adults.

"The government is doing a lot in ensuring that quality human resources are developed and engaged in the economy,

"As part of the 2011/2012 budget, public service investments specifically targeted to improve the business environment and thereby create jobs," Kiwanuka explained.

Martin Kasekende, FUE chairman noted that the future of human resource is tied to reimaging the occupation as a strategic partner in accomplishing organizational goals.

"Having good talented people in your organization was important yesterday, today it is critical! People, excellence involves developing everybody and not just the high fliers," he said.
