THE Police camped at the Kampala City Council (KCC) offices for a second day yesterday, investigating reports that some officials are plotting to steal vital documents from the town clerk’s offices.

THE Police camped at the Kampala City Council (KCC) offices for a second day yesterday, investigating reports that some officials are plotting to steal vital documents from the town clerk’s offices.

Both uniformed and plain clothes security officers were deployed at various points at the city hall.

Although workers were allowed in, every employee was subjected to thorough checking through a metal detector. The receptionist at the town clerk’s office was replaced by armed Police officers.

Several visitors had to contact the town clerk by phone after being denied access to her office.

The Police yesterday said they had received intelligence reports that unknown characters were planning to commit a crime at the City Hall, the seat of the mayor.

However, a source said the targeted documents implicated some top officials in fraudulent transactions.

The town clerk, Ruth Kijjambu, later confirmed to journalists that they had received reports about a plot by some KCC officials to steal KCC property, especially vital documents which were in her possession.

“Intelligence reports indicated there was an imminent threat to council property and a plot to break into the City Hall. As chief custodian of council property, I was called here on Sunday and found heavy security deployed.”

She denied she called for Police intervention but appealed to all workers to adhere to the new security measures.
Under the new measures, the offices will be closed on weekends and after 5:00pm on weekdays, she announced.

However, the mayor, Nasser Sebaggala, who talked to The New Vision on phone from Dar-es-Salaam, said it was improper for the town clerk to seal off the premises and institute security measures without informing or consulting him.
