IGG orders Kaabong LC 5 to refund sh6m

The Inspector General of Government (IGG) and the local government ministry have ordered Samson Lokeris, the Kaabong LC5 chairman, to refund sh5.9m that he took for a trip to Canada which he never made.

The Inspector General of Government (IGG) and the local government ministry have ordered Samson Lokeris, the Kaabong LC5 chairman, to refund sh5.9m that he took for a trip to Canada which he never made.

The IGG made the order after investigations revealed that Lokeris did not travel to Canada.

In a letter by Adolf Mwesige, the local government minister, based on recommendations by the IGG in October 2009, Lokeris was ordered to refund the money, or face dismissal. Lokeris has since started paying the money.

This is one of several cases from Kaabong district the IGG investigated at the end of 2009 after residents reported cases of fund mismanagement to the IGG.

In the other cases, Michael Ouma, the then chief administrative officer, was accused of mismanaging public funds and abuse of office. The IGG recommended that he be dismissed from office.

According to a letter from the local government ministry dated December 2, 2009, Ouma contravened the local government financial and accounting regulations.

He is also accused of breaching sections 15(7) of the Leadership Code of 2002.

“In the financial years 2004/05 and 2005/06, you unjustifiably approved the diversion and utilisation of more than sh200m from the School Facilitation Grant (SFG) account to fund unspecified activities,” the letter reads.

Ouma was also accused of illegally recruiting over 10 people in disregard of the District Service Commission procedures.

The letter states that the illegal recruitment caused the district a financial loss of sh19,781,712.

Ouma is also accused of illegally awarding a contract to rehabilitate 15 boreholes, to Dodoth Hand Pump Mechanical Association and Nakenoi Enterprises.

The IGG discovered that he failed to follow laid down procedures of procurement when he engaged Planet Computers to supply solar panels and their accessories of which solar panels and accessories worth sh13,062,520 were not accounted for.

However, in his defence, Ouma said: “Planet Computers was previously doing work in the district. When I consulted them to supply solar power to the district, they willingly accepted.”

Ouma has since left Kaabong district.
