A COURT in Tororo has released on bail a head teacher accused of issuing bounced cheques to debtors and failing to pay teachers’ salary arrears, totalling to over sh110m.

A COURT in Tororo has released on bail a head teacher accused of issuing bounced cheques to debtors and failing to pay teachers’ salary arrears, totalling to over sh110m.

Tororo Progressive Academy principal Imran Muluga is expected to re-appear before Tororo Chief Magistrate Moses Angualia on April 19 to answer the charges alongside the school board member, Isaac Kabagambe, and former school accountant Michael Morunyang.

The three are accused of issuing the cheques to Aranid Uganda, a local food supplies company, after it made deliveries to the school worth sh50m between January and December 2008.

They are also accused of directing Aranid managing director Charles Okure to an insolvent Stanbic Bank account after allegedly transferring school savings to a new account in Crane Bank.

A February 2010 school inspection report by Tororo municipal council education department indicates that the school owed Aranid sh50m in food supplies and over sh60m in staff salary arrears.
The investigation and inspection of the school was called following complaints by the Tororo business community that the school was procuring goods and not paying the suppliers.

“The school had teachers’ salary arrears to a tune of about sh60m. Some teachers became frustrated and opted to leave,” the report, signed by the Tororo municipal inspector of schools, Patrick Eroboi, stated.

Muluga, however, said he is innocent and the charges had been framed against him.
