TWO Yumbe district officials were on Saturday arrested on the orders of the public accounts committee of Parliament after they failed to account for sh200m.

The acting chief administrative officer, Moses Dalil, and the finance officer, Owino Abdomson, were detained at the district central Police station.

They had been summoned to answer queries raised in the Auditor General’s reports on their expenditure. The queries included lack of documents for the expenditure of sh136m on fuel and sh100m for the repair of vehicles, construction works and facilitation to officers.

The officials only accounted for about sh35m which was spent on fuel. Dalil, however, accused the committee of harbouring “personal interests”.

“We provided fuel consumption schedules but they rejected them. They instead wanted receipts which couldn’t easily be found,” he said.

He said some of the documents could not be accessed immediately because it was a weekend and not all staff could be got on short notice.

“These are documents used by many people including auditors, district accounts committee and the Inspector General of Government (IGG). We couldn’t access all our staff to provide them,” Dalil said.

He revealed that the committee denied them more time to clear the discrepancies in the Auditor General’s report.

The two officials were later released on Police bond and given two weeks to report to the committee in Kampala with the missing documents.

The same officials are part of the group being investigated over the alleged misuse of sh1.8b during the 2007/2008 and 2008/2009 financial years.
