WOMEN in eastern Uganda do not report cases of incest to the Police for fear of being battered by their husbands.Moses Kakidi, the Butaleja district community liaison officer, disclosed this on Thursday at Kirewa sub-county headquarters during a World Vision sensitisation workshop on child-related offences held in Tororo district.

“Through community policing, we have come to learn that these cases are on the increase in the region. Men in the region have turned to having sex with their nieces and sisters whom they take care of, while young boys also play sex with their sisters,” Kakidi said.

He attributed the behaviour to high poverty levels within the community and over-drinking, adding that Tororo and Butaleja are the most affected. 

“Several women have approached me secretly and told me that their husbands have sexual intercourse with their sisters or nieces they pay fees for. Others are even impregnated by these men and boys,” Kakidi said.

He blamed parents because they have neglected their children and nolonger teach them their cultural values.

Kakidi said this had contributed to the abandoning of children on the streets and increased cases of HIV/AIDS among the youth.

He urged the local council to help mothers to report these cases to the Police. He advised parents to stop entrusting girls with untrustworthy people.

Kakidi also blamed the clan leaders for encouraging the practice by only asking for sheep to slaughter and cleanse those involved in incest.

The regional Police commander, Joel Aguma, directed the child and family protection unit to investigate the matter and take action against the offenders.
