COUNCILLORS on Thursday told mayor Nasser Sebaggala to direct the reopening of the city bank accounts.

Last week, Sebaggala wrote to five banks, including DFCU, Standard Chartered Bank and Stanbic, ordering them to close Kampala City Council (KCC) accounts. He also told them not to honour cheques signed by acting town clerk Ruth Kijjambu.

The councillors urged Sebaggala to stop clashing with Kijjambu. They also instructed Kijjambu to withdraw her petition from court. The permanent secretary in the local government ministry, John Kashaka, had ordered for Kijambu’s sacking. However, the High Court issued an interim injunction against her removal.

Speaker Shafira Lukwago convened an abrupt meeting at the city hall after the councillors said Sebaggala had deployed private security guards at the KCC head office.

Kijjambu, however, told councillors that the security guards were deployed following the recent terror threats in the city.

She also informed the council that the mayor had selectively authorised payment on some of the accounts, which included accounts payment for councillors’ allowances.
