The Ugandan champions beat cup holders Simba from Tanzania 1-0 in a tense final yesterday.
Kenyan striker Vincent Tendwa struck the winner 11 minutes from time at Mandela Stadium as Villa won their second CECAFA title.
Only two Ugandan clubs, KCC in 1978 and Villa in 1987, have won the event before.
In the midst of the excitement, Villa coach Micho Sredejovic approached Simbaâ€™s head coach James Sianga for a handshake, which Sianga declined. When Micho insisted, Sianga lost his cool and headbutted him, creating a fracas.
Villa were largely the dominant side in front of close to 25,000 partisan fans. The victory earns the side the top prize of $30,000 (sh55m).
Runners-up Simba earned $20,000 while Muzinga, who edged Ugandan Express FC 4-2 out of the third place, took $10,000.
Tendwaâ€™s strike came after a galaxy of misses which left Simba hanging by a thread.
He received a pass from Shaban Kisiga to scramble home the goal.
