PARLIAMENT will have the final word on proposed constitutional amendments, the Speaker, Edward Ssekandi, said yesterday, write Vision Reporters.
He said various constitutional proposals made during the just concluded National Executive Committee (NEC) and National Conference (NC) of the Movement would remain ‘mere proposals’ until Parliament approves them.
The Speaker was responding to concerns by Samia Bugwe North MP Aggrey Awori over the continued presence of UPDF officers in Parliament after President Museveni reportedly ordered the army and Police out of politics.
Ssekandi said the Constitution had not changed yet, but the recommendations would first go to the Constitutional Review Commission (CRC) and later be routed to Parliament.
“The CRC is not going to change the Constitution. Their role is to traverse the country asking the 24 million Ugandans about the performance of the Constitution. They will then put those views into a document for the Executive, which will then present the desired changes before this House for consideration. It is Parliament that will amend the Constitution,” he said. He said the presence of UPDF officers in the House, was still Constitutional.
