THE Austrian government has called on Uganda to improve on the efficiency of the army in the north so as to restore the shuttered human rights situation there.
Konstantin Huber, the outgoing Austrian regional representative for East Africa, recently said the 17-year-old insurgency by the Lords Resistance Army (LRA) had greatly deteriorated the human rights environment in northern Uganda and that the Government and the army were not giving sufficient security to the people.
“The army is there and has the necessary equipment, but it is inefficient,” Huber said.
Huber was speaking at a farewell party organised in his honour by the Directorate of Water Development at the Grand Imperial Hotel, Kampala.
He said efforts were underway through the human security network to bring a UN facilitator specifically for the children in the north.
