Resident fences off road reserve

AN American resident of Kololo, a suburb in Kampala Central Division, has fenced off a road reserve that has been acting as a pathway for pedestrians, especially school children, reports Catherine Ntabadde.

The reserve, which has been fenced off, is at the junction of Archer and Lower Terrace roads in Kololo.

The American rents the house plot 43 of Mrs. Byenkya, a city businesswoman. But the City Town Planner Charles Kyamanywa, told The New Vision on Wednesday that no city resident is supposed to block or construct on the road reserve.

He said Kampala City Council (KCC) officials will visit Archer road and take immediate action.

“The law is very clear. No structure should be built in a road reserve. A road reserve should remain, no one is supposed to block it. We shall work on it,” Kyamanywa said.

Pedestrians on Archer road now pass behind the short barbed wire fence. However, they risk being knocked by motorists as the space left for them is small.

Central Division chairman Charles Sserunjogi said he was not aware that the road reserve had been fenced.

He, however, told The New Vision the division had not authorized the owner of the house to fence off the road reserve.
