FORMER Kabale district chairman Edison Kakuru has handed over office to his deputy Silver Baguma following the nullification of his election as chairman by the High Court in Mbarara.
Kakuru had stayed in office illegally since May 5, when the office fell vacant following the ruling of the High Court in favour of Dr. Francis Runumi.
He had refused to hand over pending judgement of the Court of Appeal.
At the handover Kakuru said he agreed with his lawyers to withdraw the appeal and leave the people of Kabale as the final judges of the matter.
On September 11th, the minister of local government Tarsis Kabwegyere wrote to Kakuru saying “ you lost the petition and the Solicitor General, in his letter has told the chief administrative officer that your continued occupation of the office of chairperson of Kabale district is illegal.”
Francis Mwesigye Runumi could not be reached for comment on the matter.
Kakuru handed over a list of 20 office items, which included the official stamp of the district and a double cabin pick-up.
The deputy CAO Ken Okiror was present.
The New vision saw the hand over report dated September 23, 2003.
