Luweero residents are crying foul after officials of the Caring for Orphans Widows and the Elderly (COWE) organisation abruptly closed offices and left the district with millions of shillings in subscription fees.

District officials recently said COWE coordinator William Sentumbwe and his staff left last week.

COWE, which was operating in Luweero district until last week, has been collecting sh38,500 from each of their members, promising to pay back 40,000 on a monthly basis.

The abrupt closure of the offices follows a series of incidents in which disgruntled members had been jamming the offices demanding for their subscription fees.

Sentumbwe recently told The New Vision that the failure to pay members was because sh18b belonging to COWE was confiscated by the Government.

The Government last year banned COWE after it violated the conditions under which it was allowed to operate.

This was followed by a court battle with the Government, which COWE officials say they won.
