The principal health inspector of schools in the Ministry of Education and Sports, Chris Masaba, said only 35% of the 10,566 government-aided primary schools had safe water supply in 2002.
Masaba said the pupil-toilet ratio was 64:1.
Uganda has 7.3 million school pupils.
Masaba was speaking at a recent regional workshop at White House Hotel in Lira.
He said there sanitation and hygiene guidelines for schools.
