ENERGY state minister Daudi Migereko has asked district speakers to study the laws in order to guard local councils against passing illegal resolutions.

He said such resolutions have very often cost the councils large sums of money and caused political instability in districts.

“A speaker should be an upright person, judicious and well versed with all matters related to management and the laws of fair politics contained in the Constitution,” Migereko said.

He was on Friday speaking at an annual meeting for district speakers and their deputies at Jinja Town Hall.

Migereko said knowledge of the national and subsidiary laws would help councils to create an enabling environment for development.

“The office of the speaker is one important milestone in the fulfillment of the requirements of decentralisation, democratisation and empowerment of the grassroots population,” he said.

The meeting was also addressed by Olive Sabiiti, the chairperson of Uganda District Speakers Association.
