THE Movement acting National Political Commissar, Margaret Oguli Oumo, has said the publication of declared leaders’ wealth in the media would appease donors who are always suspicious of public officers’ accountability, reports Henry Mukasa.

Oumo said the Inspector General of Government, Jotham Tumwesigye, was right to allow the press to publish wealth of cabinet ministers because that’s what the Leadership code demands.

She hailed The New Vision that broke the story for aiding the implementation of the code.

“The declarations will build the confidence of our donors because there has been speculation on corruption and the conduct of leaders,” Oguli said.

Oguli, who is also the director for legal affairs, was on Thursday addressing journalists at the Movement secretariat.

She said winning donors’ confidence was important because they fund a great percentage of the national budget.

Oguli said although some politicians were complaining about publication of their assets and liabilities, there was no option to law.

She said the leadership code gave Tumwesigye whip to crack down on errant officers.
“Once you accept to become a public officer, you are going to come under audit of the public for your conduct,” she said.

Oguli said the declarations showed the Government’s will to fight corruption and the Movement’s principle of transparency.

She said President Yoweri Museveni was the first world leader to adopt the UN convention against corruption to be signed in December.

Oguli said the law committed countries to freeze stolen funds and repatriate assets of corrupt officials.

She said the publication of the leaders’ wealth ends speculation among the population that some leaders have tonnes of wealth.
