ELEVEN villages in Namokora sub-county in Kitgum district are facing a water shortage after the streams and some boreholes dried up during the dry season.

The locals said there was risk of disease outbreak in the areas where the internally displaced persons were returning.

They attributed the problem to the absence of civil servants at their duty stations in the villages.
“Action should be taken against civil servants who are frustrating Government programmes,” Dominic Odokonyero said.

­­­­­­­­The residents made the remarks while meeting the state minister for international relations, Henry Okello Oryem.

He urged the district leaders to warn the civil servants, saying they can be dismissed and replaced by fresh graduates.
