EDITOR—I wish to send my condolences to those who lost their dear ones whom a PGB soldier Nicholas Mucunguzi shot on Saturday at Top Club Bar. However, I am annoyed by the way the UPDF spokesman, Maj. Felix Kulayigye, explained away the whole affair.

First, Kulayigye calls a press conference and claims the soldier was beaten by the bouncers at the bar and warns civilians “never to annoy soldiers”!

Does Kulayigye think civilians never get annoyed or is he calling for mob justice? Kulayigye, though I am not a soldier and have no gun I have a sharp panga under my bed.

So, should I run home and collect it whenever somebody annoys me in a pub?

Secondly, eye witnesses say Mucunguzi lost his property to a prostitute and it is well known that prostitution is illegal in this country. What was someone who is supposed to be guarding the President doing in a bar in the wee hours of the morning?

I wish to advise Kulayigye that the most annoying person to the UPDF is Joseph Kony and whenever a soldier is as annoyed as Mucunguzi was, he should go to Garamba to hunt him down instead of spending nights in Kampala bars and shooting civilians.

Security agencies should not allow their personnel to access weapons so easily when they are not on duty.
