If you happen to be shortlisted for a job or a tender, these brokers will approach you with a copy of the official shortlist and ‘humbly’ inform you that you should pay upfront to be considered.

This business is very secretive and no one will confess having paid except people who pay and fail to get the jobs they paid for. But for tenders, you pay as you receive the award, so there are no losers in this section. Job prices are not fixed. It depends on the job.

The recently concluded allocations were for 10 sub county chiefs and 50 parish chiefs. The subcounty chiefs paid between sh500,000 and sh1m while parish chiefs paid an average of sh300,000.

For tenders, it is well known in those circles that you have to part with 20% of your tender value, upfront, before you receive the tender award.

You are left with 80% to accomplish the works. Most contractors have been making losses because of this racket and to avoid losses, they do substandard work! Local government staff take the tenders disguised under unknown companies. This racket is run by some LC5 executive. The IGG should swing into action.
