FUFA tightens league rules

STARTING September, Super Division clubs will not be allowed to merge with lower league teams, if new league rules proposed by soccer governing body FUFA are adopted.

The proposed new Super League rules also require clubs to surrender a percentage of their proceeds to FUFA whenever they transfer players to another FIFA member association.

All the clubs that form the Super Division Clubs Association SDCA have received a copy of the draft rules and regulations from competitions committee secretary Moses Magogo, and will meet FUFA at Mandela Stadium tomorrow to consider the proposals.

“Only clubs belonging to the Uganda Super League shall be allowed to merge and the newly-formed club shall bear a name with connotations from each of the composite clubs. The newly-formed club shall take over the current liabilities of the composite clubs,” the draft rule says.

The most recent merger that FUFA approved was between non-league side Proline and financially troubled Super Division team Nalubaale.

“The provision on mergers is to avoid short cuts to Super League promotions,” Magogo told The New Vision.
The 2009/10 draft rules also require clubs to employ only licensed coaches with a minimum of FUFA class-2 licenses but are silent about the standards required of foreigners who will want to take up coaching jobs here.

FUFA last year registered all soccer coaches and graded them with the help of the continental soccer governing body CAF.
Commercial rights that include branding of club sports gear, advertising at the training grounds will also be discussed.

The draft rules will also demand that the clubs do a lot more to publicise their key football games.
