The Government has not counted businesses for the last seven years, the Uganda Bureau of Statistics has said. The acting bureau chief, James Mubiru, told MPs on the parliamentary finance committee yesterday that due to lack of money, the last census was carried out in 2002. According to Mubiru, the bureau is supposed to count businesses after every five years. When a business census is done, the Government is able to establish the number of businesses, employment size, location and ownership, he said. “With a shortfall of sh300m, the bureau can only update the business register other than conducting the full-scale census,” Mubiru told the committee chaired by Kabondo Tindamanyire (NRM). Mubiru was appearing before the committee to discuss the institution’s budget for the 2009/2010 financial year.

MPs query budget

MPs have queried the sh7b Public Procurement and Disposal of Assets (PPDA) budget. The committee on finance, planning and economic development refused to approve the authority’s 2009/2010 budget after the organisation failed to give an account of what the money would do. “This is not convincing. The authority still needs to work on the budget estimates to accommodate activities that help stakeholders more than the luxurious spending reflected,” said Gaudioso Tindamanyire (NRM), the committee chairperson. The PPDA officials were on Friday meeting the MPs to defend the budget.

Kenya Airways was yesterday trying to sort out an estimated 400 passengers, whose travel plans were ruined by the two-day worker’s strike over little pay. The airline resumed normal schedules from Entebbe Airport yesterday. Staff agreed to resume work after the airline increased their salaries by 20%. Sacking letters that had been sent to the striking staff were also withdrawn. The pay raise applie to basic salaries and allowances of the 3,500 employees, whose pay is between sh200,000 and sh2m.
