EDITOR—I would like to express my dissatisfaction over the manner in which some public servants in local governments operate. I work with a non-governmental organisation in one of the districts in Acholi sub-region, but we have problems working with leaders in these districts.
Many times the officers abscond from duty on top of coming late to work. In Amuru district, nobody seems to be in charge.
Why does the Government create new districts if there are no mechanism to ensure that civil servants perform their duties? It is sad that many leaders in these district enjoy free salaries without serving their communities.
