THE leadership of the ruling NRM party has endorsed President Yoweri Museveni as its candidate for the next presidential election in 2011, a senior party official said on Tuesday.

THE leadership of the ruling NRM party has endorsed President Yoweri Museveni as its candidate for the next presidential election in 2011, a senior party official said on Tuesday.

The NRM Central Executive Committee (CEC), an influential party policy organ, also voted in favour of the retention of the current party leaders in their various positions.

The NRM chief whip, Daudi Migereko, confirmed that both decisions had been reached during the committee meeting at State House Entebbe last week. President Museveni, the party chairman, chairs the CEC.

According to Migereko, the CEC had agreed unanimously “that the leadership of President Yoweri Museveni should continue beyond 2011”.

He, however, added that the CEC’s position will have to be presented to the national delegates’ conference which is the organ that chooses our candidate,” he added.

Although the NRM’s presidential candidate is officially picked by the national delegates’ conference, expected to take place in mid-2010, the CEC has overarching influence and often determines who stands on the party’s ticket.

Besides electing the party’s presidential candidate, the delegates’ conference also elects the secretary general and other top leadership functions in the party.
Migereko explained that the decisions were arrived at after the NRM Secretary General, Amama Mbabazi, who had returned from a countrywide tour, presented his report.

“The Secretary General reported on the state of party affairs in the country and indicated that the different districts were satisfied with the current leadership of the party and have confidence in the leadership of the country.”

He noted that Mbabazi’s report was adopted by the committee. The top organ also discussed recruitment of new members to the party, harmony and team-work within the party, and the preparations for the 2011 polls, he added.

During his recent nationwide tours to promote the Prosperity-For-All programme, Museveni declined to respond to calls by his supporters to stand for a fourth term.

In 2005, Parliament amended the Constitution, scrapping a two-term limit on the presidency and allowing him to stand for re-election until he is 75.

According to the roadmap towards the 2011 elections, nominations are set for October 2010, campaigns start in November and elections will be held in February 2011.
