LOCAL governments have been cautioned to observe regulations concerning the annual budget.
“It has been noted that some local governments go up to July before the budget is laid before the council.

This is not acceptable,” finance ministry permanent secretary Chris Kassami said in a speech read by Kenneth Mugambe, the commissioner for budget policy.

The Local Governments Act provides that the budgets for a given financial year be laid before the council before the 15th day of June.

He warned the councils that violated the regulation that funds for the 2009/10 financial year would not be released “unless there is proof under the seal of the LC5 chairperson or mayor that the budget has been laid before the council.”

Kassami urged leaders to submit the local government budget framework paper to the ministry before January 30.

The remarks were made at the opening of a workshop at Hotel Triangle in Jinja on Tuesday.
