Appearing before the select committee investigating alleged brutality by the force, WBS Television’s Francis Tumwekwasize and Timothy Sibasi said the constables intentionally assaulted them while on an assignment. They told the committee chaired by Peter Nyombi (Independent), that they were following up a tip on poor sanitation.

“We received a call from the stadium management in which they complained of overcrowding. In the course of securing permission from the management, the officers pounced on us with batons,” Tummekwasize said. Commanded by Commissioner Rabani, Muhebwa, the constables tortured them for 10 minutes before setting dogs upon them, he explained
