Members of parliament were on Thursday shocked to learn that Naguru barracks empties its sewage ten times daily.

The estates manger Richard Edyegu told MPs on public accounts committee that the barracks has not had a proper sewage system for a long time.

He said the problem was worsened by the destruction of a sewage treatment lagoon in the area, which has been replaced by industries and car depots.

He warned of a bigger problem if National Water and Sewerage Corporation does not build another lagoon.

“We empty the tank ten times everyday but by the time we go back, it’s filled up. It keeps surging,” he said. He attributed the problem to high population.

Edyegu was answering queries raised by the auditor general in a report to parliament for the financial year 2007.

John Muwanga reported that the sewage system in Naguru and Ntinda police barracks had broken down and that the system had leakages in most parts of the barracks.

The police under secretary Winnie Kabogoza said an accommodation master plan has been developed and approved by the top management. She explained that revamping the two barracks alone needs about sh800m. “There’s need to fully reconstruct the police barracks,” she said.

The MPs were also surprised to learn that despite having land titles, most police land has been encroached.
