Structures are whatwe need!

EDITOR—I wish to thank Max Sherurah for his letter “Leave Museveni alone!<br>Twenty years is too short” published on Monday. He correctly observes that President Museveni has a big vision that requires very many years (decades) to accomplish. Spot-on!

That is the precise reason for Museveni to have set up a structure within his first five years for other people to carry on his envisaged programmes.

Countries like the US have vision for programmes that they hope to be realised 50 years away. They have never required their president to stay longer than eight years in order to see such programmes even halfway through.

Cape Town, where I live, has a transport programme for 2016 based on population and urban growth projections but we are not thinking of our mayor staying until he sees that such programmes are realised. We need structures not individuals!
