GUIDELINES for the belated Uganda Netball Federation elections have been released. The electoral process to the November 3 general assembly starts on October 20 with the district polls.

Releasing the guidelines yesterday, returning officer Patrick Okanya explained that clubs will also choose their delegates on Saturday.

Other stake holders that have been classifi ed as special groups must name and submit a list of their representatives to the returning officer not later than October 23.

Special groups include the Primary and Secondary Schools Associations, UMEA, Institutions of Higher Learning Association and the Umpires and Coaches Association.

According to an election release, all the current 11 elected executives automatically qualify as delegates for the assembly. The district associations, premier clubs and special groups will each be represented by two delegates to the assembly.

Okanya insisted that only paid up members, by the October 28 deadline, will be eligible to participate in the elections. The voters’ register will accordingly be displayed a day after the payment deadline.

Okanya stressed that all delegates must on November 3 report with the necessary identification documents.
He said grassroot results will be relayed to his office via either phone call or sms on the respective election days.

This will however be followed by submission of written reports on October 24 for the district, premier clubs and special groups results. The UNF executive elections will be at Lugogo.

District elections will be at the district headquarters or a venue where constituency’s sports meetings are held.
District elections will be supervised by sports officers. In areas without sports officers, district inspectors of schools will conduct the exercise. Okanya explained that voting shall be by secret ballot.

The official ruled out voting by proxy though one may be elected in absentia.
The electoral process is one of the measures instituted by NCS to revitalise the federation that has over the past decade slumped into shambles.

The UNF executive led by Lydia Bukenya, who threw in the towel early this year, has been accused of incompetence.
