The embattled Makerere University LC5 councillor, Bernard Luyiga, yesterday turned up for the council meeting with a drip.

Several councillors protested his prescence with a syringe inserted in his arm, arguing that it was against labour laws and unhealthy.

However, Luyiga who was arrested by Police for allegedly soliciting a bribe from the acting town clerk, Ruth Kijjambu, dismissed his colleagues’ fears, saying his doctor had cleared him to attend the session.

Luyiga told The New Vision that he was on malaria and chest pain treatment. He was accompanied to council by a nurse from St. Joseph Clinic, Wandegeya, who was holding the drip that was about to run out.

Dr. Mayambala Kiwanuka proposed that Luyiga leaves the chambers till his drip runs out or he stops it.

“I am a doctor and know that it’s unhealthy to argue while the drip is running,” Mayambala said.

The nurse stopped the drip but she immediately got marching orders when another member noted that she was a stranger in the chambers.

The council presided over by the deputy speaker, Godfrey Asiimwe, denied earlier press reports that the meeting was called to discuss Luyiga’s petition against Kijjambu.

“This council was called to deliberate on the issue of sitting committees. The petition against the town clerk was not considered because it was wrongfully addressed,” Asiimwe said.

Caesar Tokoma suggested that Luyiga explains the circumstances of his arrest but Asiimwe ruled him out of order.

Edward Muwanga said Luyiga’s arrest was clandestinely carried out and wondered why the matter was not reported to the disciplinary committee.

Kijjambu responded: “If you are upright, you do not extort money from people. That is why I had to contact the Police.”
