LOCAL councils lose large sums of money because of misuse of power and failure to respect the Local Governments Act.Yusuf Senteza, a trainer from the Ministry of Local Government, advised the civil servants to follow the law.

“Many districts have been sued by councillors and technical staff for wrongful termination of services,” Senteza said during an induction workshop for the councillors at the Jinja district hall last week.

He cited Pallisa district, which he said was ordered to pay millions of shillings after losing a case to a chief administrative officer, who was illegally interdicted by the councillors.

Senteza was worried about the failure of local governments to use their legislative powers to improve people’s welfare.

“Some children have not enrolled under the Universal Primary Education programme. They loiter in the villages and towns as local council leaders look on.”

He urged the leaders to ensure that their districts have quality services by putting in place efficient service commissions.

Dominic Katusiime, another trainer, warned the leaders against using council immunity to make unsubstantiated allegations.
