Irregular allowances unearthed

You can’t eat your cake and have it. But army MP Dr. James Makumbi, seems to be doing just that. He has been receiving sitting allowances as NDA board member, MPs on Commissions and Statutory Authorities Committee heard on Tuesday. Committee chairperson John Odit (UPC) argued that it is irregular and Makumbi should have resigned his membership at NDA after he was elected Army MP. The committee now wants him to refund all monies he irregularly received. According to clause 83 (1) of the Constitution, an MP should vacate his job on any state enterprise if elected to Parliament.

Muhakanizi quizzed over Tri-Star

The Pubic Accounts Committee on Thursday put to task the deputy secretary to Treasury, Keith Muhakanizi to explain the alleged sale of Tri-star Apparel’s land to Libyan investors, Pearl Textiles. The land, located in Bugolobi, belonged to the defunct Coffee Marketing Board. MP Ssebuliba Mutumba (FDC) asserted that the transfer agreement was in the final stages. He pinned Muhakanizi and the state minister of Finance, Fred Omach, as the people behind the transfer deal.

Mafias in NDA?

It seems the mafia phenomenon in Government institutions is not about to go away. It was indeed a bad week for NDA executive secretary Apollo Muhairwe who was found in possession of two valid passports.

“When I lost my passport, I thought my staff had stolen it because I don’t trust them. There is a sophisticated group of mafia in NDA,” he pleaded, trying to justify why he got another passport before an older one expired. He was directed to surrender one passport with the immigration department.

Outlaw nomadism, say MPs

Just as a stitch in time saves nine, Lango MPs want Government to outlaw pastoralists’ movements before they wreak more havoc on the settled communities. They argued that the behaviour interferes with and threatens lives of the already settled people. The MPs said the Government’s laxity to solve the question of pastoralists creates an impression that Government supports the pastoralists. The MPs were appearing before the select committee on pastoralists.

Roads worry MPs
Two weeks to the Commonwealth summit (CHOGM), MPs have expressed disappointment with the state of most roads in Kampala. The MPs on the select committee on CHOGM said many roads are still riddled with potholes and unfinished works.

Alaso not happy

Soroti Woman MP Alice Alaso is querying the criteria used to supply relief items to Teso flood victims. The MP accuses the disaster preparedness ministry of politicising the distribution of relief assistance. She claimed that some parts that did not support the NRM in the last elections were being ignored. “When some parts are ignored, we question where the sh20b Government mobilised went,” she charged.
