No UPE in Bushenyi!

EDITOR—I used to think Universal Primary Education (UPE) was free! This is not the case in Bushenyi and many other places.

In Bushenyi, most children are seated at home because they do not have the sh20,000 which i know the government pays. They go to school in the morning and by 9:00am they are on the road having been sent back home for school fees! This happens in all Kigarama sub-county schools. is the ministry of education aware of the collection of this money?
