KCC officials face interdiction

THE Kampala Central Division probe committee has recommended that the acting town clerk, Ruth Kijjambu, and several other officials, be interdicted pending further investigation and prosecution.

THE Kampala Central Division probe committee has recommended that the acting town clerk, Ruth Kijjambu, and several other officials, be interdicted pending further investigation and prosecution.

The 500-page report recommended that the Central Division chairman, Godfrey Nyakaana, and some of his officials be handed over to the Inspector General of Government (IGG) for action under the Leadership Code. The report pinned Nyakaana for gross abuse of office and causing a financial loss to the division and KCC.

“There is evidence of Kijjambu’s failure to effectively play a leadership role in the management of KCC,” the report said. “She did not advise KCC resulting in potential and actual liability and the failure of KCC to observe proper legal procedures. She did not protect KCC’s interests in revenue collection.”

The report said Kijjambu should be investigated for alleged fraud relating to the works department, street light and emergency road repairs. Her trip to Sweden was also queried.

The report said the acting deputy town clerk, William Tumwine, be interdicted over illegal collection of revenue from public toilets and for his role in the Nakasero Market transaction involving Sheila Investments.

It added that Bakka Mussujja, the finance director, be dismissed over financial mismanagement. The senior principal assistant town clerk, Stephen Higobero, and the Central Division officer, Chris Byekwaso, be interdicted over the same matter.

The report was handed over to the local government minister, Kahinda Otafiire, by the probe committee chairperson, Irene Ovonji Odida, yesterday. Other committee members were Amon Muzoora, Sarah Baagalaliwo and Henry Kitty Mutebi.

Ovonji asked Otafiire to quickly effect the recommendations of the report.
Otafiire thanked the committee for a job well-done and assured the public that the ministry would effect the recommendations after scrutinising the report.

The city council advocate, Josephine Karugonjo, was cautioned for failure to be vigilant while conducting transactions.
It recommended that the Public Service Commission should screen the enforcement section and remove illegally recruited staff.

The probe team commended the city engineer, Stephen Kinyera, the chief internal auditor, Baitwa and his deputy and the current central division finance officer, Margret Banura, for doing their jobs professionally.
