IGG kicks out Rakai speaker over vehicle

THE acting Inspector General of Government has sacked Rakai district council speaker Joe Mukisa and the district chief finance officer, Erasmus Lubuye, for abuse of office.

THE acting Inspector General of Government has sacked Rakai district council speaker Joe Mukisa and the district chief finance officer, Erasmus Lubuye, for abuse of office.

A letter signed by Raphael Baku also asked the local government ministry to convene an urgent meeting in not more than 30 days for Rakai district councillors to elect another speaker.

Mukisa was accused of lending a district council vehicle, a double-cabin pickup, to one of the hotels in Nyendo town, a suburb of Masaka municipality where it was allegedly used to transport firewood, charcoal and beer.

“Mukisa failed to protect and preserve the vehicle, a property of Rakai district local government, his employer, under his personal use by keeping it in Masaka district for a period of two years,” the letter read.

It added that Mukisa was wrong to use the car for his own benefit and allow unauthorised persons to drive it.

Baku also accused Mukisa of stopping the official driver, Charles Bunje, from driving the car, adding that as a result, Bunje continued to draw his salary for no work done over the two-year period.

He ordered the chief administrative officer to find work for Bunje to avoid causing any more loss to the Government.

The IGG also instructed the chief administrative officer to report Lubuye to the district service commission for disciplinary action with a view of demoting him for abuse of public property entrusted to him.

Lubuye is accused of changing the colour and registration of a double-cabin pickup donated by DANIDA to the district’s education department
The IGG said Lubuye later gave the car to his wife, Rose Namutaawe, for private work on their farm.
The district spent over sh3m repairing the car.

The IGG asked the chief administrative officer to ensure that the movement of logbooks for district vehicles are monitored.

Mukisa, on receiving the report, convened a press conference at Hotel Zebra in Masaka and declared his intentions to contest for the Rakai LC5 chair in 2011.
