Busia town councillors have blamed the technical officers for the mushrooming unplanned and illegal structures in the area.

During a council meeting held at the Busia community hall recently, the councillors expressed disappointment over the failure by the technical officers to monitor construction in the town.

Godfrey Beneza, the council speaker, noted that unplanned structures were being erected at night and during weekends.

He added that the developers were frustrated by the technical people, who demand money in excess of the official charges.

Beneza said some developers were bribing technical officers in the planning unit. He said as a result, the council was not generating enough revenue from the physical planning unit.

Mugungu parish, Beneza said, was the most affected. “People have now resorted to using LCs, whom they pay some little money to start constructing because they have lost trust in the council’s physical planning department,” he said.

One has to part with over sh300,000 to open a file to construct a residential building, Beneza added. George Kikomeko, a councillor, proposed that council dues be reduced to sh200,000 and appealed to the technical officers to stop exploiting developers.
