THE Forum for Democratic Change (FDC) has vowed to resist the Government’s plan to implement the regional tier system next year.

“It is clear in both in the Odoki and Ssempebwa commissions that most Ugandans asked for federalism. If the NRM Government refuses to honour the wishes of Ugandans, FDC will implement federalism in 2011 when we get into power,” the party spokesman, Boniface Toterebuka, told journalists yesterday.

Toterebuka also dismissed as unnecessary calls for consultation with Buganda’s elected leaders and religious leaders on the issue.

The party was reacting to President Yoweri Museveni’s announcement last week that he would implement the system in the next financial year. Mengo also opposes the system.
