THE construction of the ultra-modern Naguru General Hospital got underway yesterday following a ground-breaking ceremony by the health state minister, Richard Nduhura.

The site, which formerly hosted the Naguru Teenage Centre near Kampala Rugby Club, was handed over to the contractors, Chine National Complete Plant Import and Export Corporation (COMPLANT) to commence work.

Speaking at the handover, Nduhura said COMPLANT was expected turn in a fully furnished and equipped hospital by the end of 2010.
The $10m (about sh19.5b) project is funded by the Chinese government.

It includes the construction of a two-storey hospital with a bed capacity of 100, supply and installation of medical equipment including a CT-scan and construction of staff houses.

The Uganda government will clear taxes that may arise during the project, and admit Chinese technical personnel into the country, provide water and electricity and prepare the site. Nduhura said the hospital would decongest Mulago Hospital.

The health sector, Nduhura said, has had many challenges including shortage of human resource, shortage of medicines and poor infrastructure.
He explained that the average level of staffing was only 47.8%.

The Chinese ambassador, Sun Heping, said the project was a testimony of the friendship and goodwill from the people of China.
“We hope it will contribute to health care in Uganda,” he said.

Kampala mayor Nassar Sebaggala said plans were underway to build three similar hospitals in the divisions of Kawempe, Rubaga and Makindye.

He urged the public to pay taxes in order to receive better services.
Kampala Woman MP Nabillah Sempala said the hospital would improve the quality of reproductive health.
