1998 Land Act is tricky

EDITOR—Since mid-last year, the local media has been awash with articles opposing or supporting the amendments to the 1998 Land Act. The debate is healthy since individuals are entitled to their opinions. But the most pressing question is why the government failed to implement the Act.

EDITOR—Since mid-last year, the local media has been awash with articles opposing or supporting the amendments to the 1998 Land Act. The debate is healthy since individuals are entitled to their opinions. But the most pressing question is why the government failed to implement the Act.

The controversial amendments to the Land Act 1998 have caused a storm across the country simply because there is widespread suspicion that they may not be implemented. A total of 35 amendments have been made in the original Act of 98 sections since 2001 but they have not helped either. Ten years down the road, the problems that existed have not in any way changed. The Act requires tenants to get certificates of occupancy but none has ever received one!
