THE Inspector General of Police, Maj. Gen. Kale Kayihura, has asked citizens to be vigilant and report thugs terrorising the city.
“We cannot have a Policeman for every citizen or every village. Even in the most developed countries it is not possible,” Kayihura told The New Vision on Monday.

“Preventing crime should be everyone’s business, not the Police alone. We rely on the cooperation and vigilance of the population.”

The Police chief, who was on a tour of Kampala and its suburbs to identify crime-prone areas, pointed out that the force was emphasising community policing to fight crime.

The tour had taken him to Ntinda, Kiwatule, Najjera, Naalya, Kyaliwajjala, Namugongo and areas on the Northern By-pass where thugs have caused havoc at night.

“I am in the field to assess how we can deploy. The tour has opened my eyes to many things,” Kayihura said. He urged district Police chiefs to regularly leave their offices and find out people’s security problems.
