IGG orders Kayunga district to hold LC5 by-elections

THE Inspector General of Government, Justice Faith Mwondha, has instructed the Kayunga chief administrative officer (CAO) to inform the Electoral Commission (EC) of the vacant LC5 chairman post.

THE Inspector General of Government, Justice Faith Mwondha, has instructed the Kayunga chief administrative officer (CAO) to inform the Electoral Commission (EC) of the vacant LC5 chairman post.

In a letter copied to the resident district commissioner, Margaret Baryehuki, the IGG said the office had been vacant beyond the recommended time of six months.

“The EC should be informed immediately to organise fresh elections, through which the people of Kayunga would be able to vote another person into the office,” the letter read.

However, Samuel Katehangwa, the CAO, said it was not his responsibility to write to the EC about the matter, adding that it was the work of the council clerk.

“I will introduce the letter to the district speaker and it will be the clerk to the council to write to the EC informing it about the issue. All matters of council are handled by the clerk,” Katehangwa said.

The IGG indicted Thomas Mulondo in September 2007 for causing financial loss to the district, abuse of office and failing to appoint his deputy

However, magistrate Margaret Mafaabi acquitted Mulondo and his co-accused, secretary for finance Muwanga Kisaaliita, of all the charges.

The IGG appealed to Jinja High Court, protesting the ruling.

Jinja High Court judge Vincent Zehurikirize also acquitted the accused for lack of evidence.

This forced the IGG to file a petition in the Court of Appeal.

As the court battle was still going on, the IGG suspended Mulondo, saying he contravened the leadership code when he got involved in the district tendering system.

Mwondha banned Mulondo from holding any public office for a period of five years.
