Byabashaija defends prisons over PRA

THE commissioner general of Prisons, Dr. Johnson Byabashaija, has said the prisons department cannot disobey court orders because the two institutions are partners in promoting justice.

THE commissioner general of Prisons, Dr. Johnson Byabashaija, has said the prisons department cannot disobey court orders because the two institutions are partners in promoting justice.

He was responding to the recent reports in which the prisons department is accused of defying a court order to produce the 11 bailed suspects of the People’s Redemption Army (PRA) rebels. Byabashaija was himself summoned to court over the issue.

Gen. David Tinyefuza, a senior presidential adviser and coordinator of intelligence services, however, later defended the continued detention of the PRA suspects, saying the Constitutional Court cannot order for their release.

Byabashaija made the response at the Parliamentary Gardens during the end-of-year party for the prisons staff on Friday. Present was army spokesman Maj. Felix Kulayigye.

Byabashaija said like any other organisation, they may have constraints and limitations in the execution of their duties but that they would continue to obey courts whether they are civil or court martial.
